Road Construction Across Central New York
Approximately 35 percent of all roads in the United States are unpaved, accounting for over 1.4 million miles of gravel, dirt, and unimproved surfaces. In rural Central New York, that number runs even higher. Private roads, farm access lanes, camp roads, and long residential driveways make up a significant portion of the road network in Oneida County, Herkimer County, Madison County, and the surrounding region. These roads need to be built right, maintained regularly, and repaired when they fail.
Hale Excavation is a veteran-owned, licensed, and insured road construction contractor with over 35 years of construction experience. Our owner has built roads for the U.S. Forest Service, military installations, and private landowners across multiple states. He brings that experience to every road project we take on in Central New York.
We serve homeowners, developers, general contractors, municipalities, and rural landowners throughout the region. Whether you need a new gravel road through 500 feet of wooded land or a temporary construction entrance for a commercial site, we handle it. Free estimates, free second opinions, and free consultations on every road project.
Signs You Need Road Construction or Repair
Your Gravel Road or Driveway Is Washed Out, Rutted, or Impassable
Years of traffic, freeze-thaw cycles, and poor drainage destroy gravel road surfaces. If your road has deep ruts, standing water, exposed subgrade, or sections that become impassable in spring, it needs regrading and likely new base material.
You Bought Land and Need Road Access to Build
A building lot without road access cannot be developed. Before any construction starts, you need a road or driveway built from the nearest public road to your building site. This typically includes clearing, grading, culvert installation at the ditch crossing, and base material placement.
Your Construction Site Needs a Temporary Entrance
Construction sites with heavy truck traffic need a stabilized construction entrance to prevent mud and debris from tracking onto public roads. This is often a permit requirement and an erosion control measure. We build temporary construction entrances to specification.
A Culvert Under Your Road or Driveway Is Plugged or Collapsed
A failed culvert causes road washouts, upstream flooding, and ditch erosion. If water is flowing over the road instead of under it, the culvert needs to be replaced and the road surface restored.
Municipality Needs Road Base Prep, Widening, or Shoulder Work
Municipal road projects often require earthwork before the paving contractor arrives. Road base preparation, shoulder grading, ditch reshaping, and road widening are all excavation scopes, not paving scopes. We handle the earthwork that makes paving possible.
Types of Road Work We Handle
- Gravel Road & Private Road Construction
New road construction from cleared land to a finished driving surface. We clear the route, grade the subgrade, install culverts at all drainage crossings, place and compact base material, shape the crown for drainage, and finish with a gravel driving surface. Private residential roads, farm access lanes, camp roads, and rural property roads are all in scope.
- Access Roads & Temporary Construction Entrances
Construction site access roads and stabilized entrances for commercial and residential building projects. We build access roads to handle heavy truck traffic during construction and install temporary construction entrances that meet erosion control and permit requirements. When construction is complete, we convert the access road to a permanent driveway or restore the area.
- Driveway Construction & Repair
New gravel driveways, driveway regrading, base material replacement, and subgrade repair. Long rural driveways in Central New York take a beating from winter plowing, spring thaw, and heavy delivery traffic. We rebuild driveways from the subgrade up and grade them so water sheds off the surface instead of pooling in ruts.
- Municipal Road Prep & Base Work
Road base preparation, road widening, shoulder grading, ditch shaping, and final grading before paving. We also handle culvert crossings, base rock placement, and subgrade compaction for municipal road improvement projects. Our laser grading equipment delivers the precision that municipal road specs require.
Why Professional Road Construction Matters
It Starts with Drainage, Not Surface Material
A gravel road that floods every spring was not built correctly at the surface. It was built wrong at the base. Proper road construction starts with subgrade grading and drainage: crowning the road for water runoff, installing culverts at every low point, and shaping ditches to carry water away from the road surface. Without this foundation, any surface material will fail.
It Lasts Years Instead of Months
A properly built gravel road with correct base material, compaction, crown, and drainage can last a decade or more with minimal maintenance. A road built with the wrong material on uncompacted subgrade will deteriorate within one or two seasons. The investment in proper construction pays back over the life of the road.
It Provides Reliable Year-Round Access
In Central New York, a road that becomes impassable in March or after heavy rain is not functional. Properly built roads with adequate drainage and base material handle spring thaw, heavy rain, and snow removal equipment without losing their surface or developing impassable soft spots.
It Adds Value to the Property
A well-built access road or driveway adds usable value to rural properties. Developable land without road access cannot be built on. Properties with deteriorated roads are harder to sell and harder to insure. A solid road opens up the property for use, sale, and development.
What Road Construction Includes
The scope depends on the project, but a typical road construction job includes some or all of the following:
Route clearing: Removing trees, brush, stumps, and vegetation along the road corridor. Topsoil stripped and stockpiled for later restoration of ditchlines and shoulders.
Subgrade preparation: Grading and compacting the natural soil to create a stable foundation. Soft spots are excavated and replaced with structural fill.
Culvert installation: Placing culverts at every drainage crossing, ditch intersection, and low point to keep water moving under the road instead of over it. Headwalls and erosion protection installed at both ends.
Ditch construction: Shaping drainage ditches along both sides of the road to collect surface runoff and direct it to culvert crossings or natural outlets.
Base material placement: Importing and placing gravel, crushed stone, or specified road base material. Material is spread in lifts, graded to the correct crown, and compacted to specification.
Shoulder grading and finish work: Shaping road shoulders, dressing ditchlines, restoring disturbed areas, and completing final surface grading.
Erosion and sediment control: Installing silt fence, check dams, or other controls as needed to protect waterways and adjacent properties during construction.

Related Services
Road construction and grading go hand in hand. We grade road surfaces, shoulders, and adjacent areas to ensure proper drainage and a smooth driving surface.
Every road needs drainage. Culverts, ditches, and swales are integral to road construction and are part of our drainage services.
Road construction is often the first step in site preparation for new construction. We build the access, then prepare the building site.

How much does a gravel road cost to build?
Cost depends on length, width, terrain, clearing required, number of culvert crossings, and base material depth. A short residential driveway and a half-mile private road are very different scopes. We provide free estimates with a clear breakdown for every project.
How long does road construction take?
A standard residential driveway with one culvert crossing can often be completed in 2 to 3 days. A longer private road through wooded terrain with multiple culvert crossings may take 1 to 2 weeks. Municipal road prep projects vary by scope and phasing.
What base material do you use for gravel roads?
We typically use a combination of bank-run gravel and crushed stone, placed in lifts and compacted. The specific material depends on your subgrade conditions, expected traffic, and any specifications from your engineer or municipality. We source material locally in Central New York.
Do you build roads in the winter?
Road construction is generally a three-season operation in Central New York. Frozen ground and deep snow make winter construction impractical for most projects. We schedule road work for spring through fall and complete it before winter conditions set in.
